If I understand the rationale for having different mafia's, the general premise is to have fun. If Anne's version of fun is to make an anti-mafia, I see no reason why she shouldn't make one. Everyone tries to rebel in their own way, if I recall (and from one of the founders posts, I could find it if I wanted to) the Ninja mafia was all about rebelling against the man. How is an anti-mafia not rebelling against the man, in this case the established mafias? Eventually every rebellion becomes establishment, and then someone else comes along and spices things up again to begin the cycle again.
