There's flawed logic in your reasons for not using it, I'm talking about easy to dodge. Its no easier to dodge than bullets. So yes you could move out of the way, but I think they might just be clever enough to turn it around. Much like they arn't going to run straight and shoot. I think it would be very useful, and yeah its obviously not going to be a nice feeling, but that is kind of the point, its to stop people killing/being killed.

I was trying to play along with scoli's ideas, for fun I suppose..as far as torturing goes...I guess as long as it's not me being tortured I really don't care, I mean it's different in this case too, they wouldn't be using it to get information and it doesn't lead to permanent physical harm or death so it's ok. They might as well just drive a truck into the crowd though for the same affect, people will move and it doesnt cost 62 Million bucks, if they don't move well shit happens.
